Building a protective community for all children and adolescents: Best practices in sexual violence prevention and intervention

Sexual abuse of children is a worrying social problem. In Quebec, in 2023-2024, 2548 reports were retained by youth protection in connection with a situation of sexual abuse or risk of sexual abuse (Youth Protection Directors, 2024). These statistics are believed to be unrepresentative of reality, since they represent only the facts that have been reported to the authorities and have been deemed to be well-founded in their eyes. Thus, all unreported sexual violence, or all victims who have not been believed, represent an invisible portion absent from these statistics.
The aim of this presentation is to make professionals aware of the extent of the problem of sexual violence in childhood and adolescence, and of best practices in prevention and intervention in this field. After providing an overview of the problem, we will discuss the service model developed at Marie-Vincent. From the perspective of trauma-sensitive practices, we will explore the concept of secondary victimization through the socio-judicial process, and ways to prevent it.
Marie-Vincent is a Child and Youth Support Centre (CAEJ) recognized by the Department of Justice Canada. Marie-Vincent aims to build a protective community for a world without sexual violence. To achieve this, we strengthen the capacities of community members by developing projects to prevent sexual violence and by offering training to professionals. Counselling services are provided by our psychosocial counsellors. In addition, we change the trajectory of children and teenagers who are victims of sexual violence, or who present problematic sexual behaviours, by offering them therapeutic and psychosocial services and supporting their families. The Marie-Vincent Interuniversity Research Chair supports the team in updating scientific knowledge and evaluating the services offered.

Jessica Martin holds a bachelor's degree in psychology, a certificate in youth intervention, and a graduate diploma in art therapy. She is a registered social worker in Quebec. Since 2020, she has been a project manager and trainer for Marie-Vincent's prevention and training team. In particular, she participated in the development and implementation of the Lanterne program (a prevention program for children aged 0 to 5 and their families), supported Marie-Vincent's team of affiliated trainers, offered training sessions in schools, for the health and social services network and socio-judicial partners. She is currently working on the development of the Boussole program, a prevention program for children aged 6 to 12. Previously, Jessica spent eleven years as a human relations officer and trainer at the Direction de la Protection de la Jeunesse. With a keen interest in child protection, child development support and intervention in the context of child abuse, her career path has led her to intervene at the heart of a family crisis triggered by a disclosure. At Marie-Vincent, her role as protector continues in a new form, this time working upstream of the crisis and equipping the significant adults in the children's lives to prevent the risk of sexual violence and to react effectively when they are confronted with it. The aim is to build a protective community for all children and adolescents.

La violence sexuelle commise à l’égard des enfants est une problématique sociale préoccupante. Au Québec, en 2023-2024, 2548 signalements ont été retenus par la protection de la jeunesse en lien avec une situation d’abus sexuel ou de risque d’abus sexuel (Directeurs de la protection de la jeunesse, 2024). Ces statistiques sont estimées peu représentatives de la réalité, puisqu’elles constituent seulement les faits ayant été rapportés aux autorités et ayant été jugés comme fondés aux yeux de celles-ci. Ainsi, toutes les violences sexuelles non déclarées, ou encore toutes les victimes qui n’ont pas été crues représentent une portion invisible absente de ces statistiques.
La présentation a pour but de sensibiliser les différents professionnels à l’ampleur de la problématique de la violence sexuelle à l’enfance et l’adolescence, ainsi qu’aux meilleures pratiques de prévention et d’intervention dans ce domaine. Ainsi, après avoir tracé un portrait global de la problématique, nous aborderons le modèle de services développé à Marie-Vincent. De plus, dans une perspective de pratiques sensibles au trauma, nous explorerons le concept de victimisation secondaire à travers le processus sociojudiciaire et les moyens de prévenir celle-ci.

Elle est membre du registre des droits acquis de l'OTSTCFQ. Depuis 2020, elle fait partie de l'équipe de prévention et formation de Marie-Vincent en tant que chargée de projets et formatrice. Elle a notamment participé au développement et à l’implantation du programme Lanterne (programme de prévention de la violence sexuelle auprès des enfants de 0 à 5 ans et de leur entourage), a accompagné l’équipe de formatrices affiliées de Marie-Vincent, donné plusieurs formations dans les écoles, ainsi que pour le réseau de la santé et des services sociaux et les partenaires du milieu sociojudiciaire. Actuellement, elle travaille au développement du programme Boussole, un programme de prévention de la violence sexuelle envers les 6 à 12 ans. Auparavant, Jessica a occupé pendant onze ans un poste d'agente de relations humaines et de formatrice à la Direction de la Protection de la Jeunesse. Ayant des intérêts marqués pour la protection de l'enfance, le soutien au développement de l’enfant et l’intervention en contexte de maltraitance, son parcours l’a notamment menée à devoir intervenir au cœur de la crise familiale déclenchée par un dévoilement. Au sein de Marie-Vincent, son rôle de protection se poursuit sous une nouvelle forme, en travaillant cette fois en amont de la crise et en équipant les adultes significatifs qui gravitent auprès des enfants à prévenir les risques de violences sexuelles et à réagir efficacement lorsqu’ils y sont confrontés. Son objectif: parvenir à bâtir une communauté protégeante pour tou·te·s les enfants et les adolescent·e·s.
